Oregon State Driver License
Newcomers must apply for an Oregon driver license at the Department of Motor Vehicle (DMV) office as soon as possible after establishing permanent residency. New residents with a valid out-of-state license must provide two additional pieces of proof of identification as well as proof of Oregon residency. They must also pass the driver knowledge test, the vision screening, and pay the fees based on the class of license and endorsements.

The minimum age for a licensed driver is 16, although restrictions apply. Teenagers must pass an approved driver safety course or drive with a permit for six months and complete 50 hours of supervised training. The DMV may waive the driving test for newcomers with a valid out-of-state license, although you will be required to relinquish that license upon issue of an Oregon license.  For further information, contact:

Washington State Driver License
New residents are required to apply for a Washington State driver license within 30 days of establishing residency. Visit one of the state’s Licensing Services Offices (LSO) for the Department of Licensing to complete the application and testing requirements and pay applicable fees. Requirements include passing a written knowledge test and driving test, a vision screening, and payment of all applicable fees. Applicants must be at least 16 years of age; those under 18 years of age must show a completion certificate from an approved driver’s education course and have a parent or guardian permission signature.

Newcomers to Washington State who hold a valid license from another state may not be required to complete the driving test if they can meet the medical, vision, and physical requirements. All valid licenses and permits including those from Washington State must be presented. All other licenses must be relinquished before a Washington license will be issued. Oregon Vehicle Registration
Oregon requires that newcomers register and title their vehicles within 60 days of establishing residency in the state. New residents must complete the Application for Title and Registration, the VIN verification process, and pay applicable fees. In metro Portland, vehicles that are 1975 models or newer are required to pass emissions testing as part of the registration requirement. This includes cars, truck, vans, motor homes, and buses powered by gasoline or alternative fuels with a manufacturer’s gross weight rating of 8,500 pounds or less. Mandatory Insurance
Driving without the state’s guidelines for minimum insurance coverage is against the Oregon state law. Coverage encompasses bodily injury and property damage liability, personal injury protection, and uninsured motorist coverage. You must show proof of insurance when registering a vehicle and also when purchasing a light vehicle trip permit. Washington State Vehicle Registration
Newcomers to the state must register and title their vehicles in Washington within 30 days of establishing residency. Failure to do so can result in significant fines. Visit the LSO Office nearest you to complete this process. Bring the current title and registration for the vehicle or a photocopy of a lien-holder’s title. If required, submit certification of a Washington emissions test. Other necessary information and documentation includes personal identification, VIN verification, and an odometer reading. Fees vary but may include filing fee, title fee, plate fee, taxes, service fees, and basic license fee.

Mandatory Insurance
Operators of motor vehicles in Washington State must maintain liability insurance by law and carry proof of that insurance in their vehicles at all times. Proof of vehicle insurance will be required before a driving test will be administered.
