Driver’s License
New residents must apply for a Washington State driver’s license within 30 days of establishing residency. Visit one of the department’s Licensing Services Offices (LSO) to complete the application and testing requirements and pay applicable fees. Requirements include:

* Applicants must be at least 16 years of age; those under 18 must show a completion certificate
form an approved river’s education course and have a parent or guardian sign a permission
form.
* Pass a written knowledge test and driving test.
* Pass a vision screening.
* Pay applicable fees ($32 for a 5-year license).

New residents who hold a valid license from another state may not be required to complete the driving test if they meet all other medical, vision, and physical requirements. However, the driving test is required for applicants from other countries, including Canada. All valid licenses and instruction permits from other states and countries, as well as Washington instruction permits must be presented. All other licenses must be relinquished before the Washington license can be issued.

Vehicle Registration
Newcomers must register and title their vehicles in Washington within 39 days of establishing residency. Failure to do so can result in significant fines. Visit the LSO Office nearest you to complete this process. Bring the vehicle’s current title and registration or a photocopy of a lien holder’s title. If required, submit certification of a Washington emissions test. Other necessary information includes personal identification, VIN verification, and odometer reading. Fees vary but may include filing fee, title fee, plate fee, taxes, service fees, and basic license fee of $30 for passenger vehicles. Emission Testing
Prior to vehicle registration, contact the Department of Ecology or visit the website online to determine whether your vehicle will require emissions testing. Emission tests from other states will not be recognized in Washington. The test fee of $15 must be paid “cash only” and the largest denomination accepted is $20. Mandatory Insurance
Operators of motor vehicles in Washington State are required to maintain liability insurance and carry proof of insurance in their vehicles. Proof of vehicle insurance will be required before a driving test is administered. Only drivers of government vehicles, motorcycles, and common or contract carrier vehicles are exempt from this insurance requirement.
