After successfully completing the application and  passing the eye exam, those who hold a valid license from another state must  relinquish that license before receiving the Delaware license. Acceptable  identification must accompany the application. Both written and road tests may  be required but are usually waived for new residents who have current and valid  licenses. Those under age 18 will be required to meet driver education  regulations and will receive a graduated license. Suspended or revoked licenses  can not be transferred until the withdrawal action is cleared. Applicants  holding a valid license from another state must pass a vision test in order to  obtain a license. If an out-of-state driver&#8217;s license has expired over six  months, Pennsylvania requires an application for a learner&#8217;s permit and  complete testing. Out-of-state licenses must be surrendered before you can be  issued a Pennsylvania license. The state has strengthened the requirements for  young drivers, so those under the age of 18 who hold an out-of-state license  may need to meet additional requirements or provide additional documentation. State law also  requires that any change in address be reported to the Division of Motor  Vehicles within one month. The first requirement for registration is proof of  automobile insurance coverage in state-specified minimum amounts for liability.  The second step is a vehicle inspection at one of the offices of the Division  of Motor Vehicles. Should the vehicle be rejected, correction and re-inspection  are necessary. Although a valid title to the vehicle is required, this must be  relinquished to receive a Delaware title. If there is a lien against the  vehicle, a form letter will be provided to send to the lienholder to obtain the  certificate of title. Once all documents have been completed and fees paid, a  certificate of title, a registration card, and a license plate will be issued  by the Division of Motor Vehicles. If there is a lien against the vehicle, the  title is mailed to the lienholder. The Division of Motor Vehicles offers one  office in each of the three Delaware counties. Temporary  registrations are available at the nearest License Tag Agency, listed under  \u201cLicense\u201d in the yellow pages. Documentation that will be needed include your  out-of-state title and registration, vehicle identification number, proof of  insurance, current odometer reading, payment of applicable fees, and proof  that&nbsp; taxes were paid for new vehicles.  If you hold a valid title issued in another state and have owned your vehicle  at least six months before moving to Pennsylvania, no sales tax is due. For  vehicles owned less than six months, sales tax is due on the negative  difference between Pennsylvania tax and any sales tax paid to another state. Newly  registered vehicles must undergo a safety inspection within 10 days of the  registration date at an official inspection station. An emissions inspection is  also required in many areas. The driver and all passengers must wear a properly fastened seat  belt at all times, and law enforcement officers can issue a citation for  failure to do so. All children must be properly restrained in an appropriate  federally approved child safety seat through age six or until they weigh at  least 60 pounds. Additionally, children between the ages of 7 and 15 are required  to be properly secured in a seatbelt. All children less than 12 years old or 65  inches in height are required to sit in the back seat if there are active  airbags in the front passenger seat.
