Laws and regulations that govern pets are administered by local and county animal control agencies and officers. In the city of Columbia, owners of dogs and cats are required to license their pets annually. This includes an up-to-date rabies vaccination. To encourage responsible pet ownership and discourage overpopulation, fees for registration are lower for spayed and neutered animals.
