Drivers License

DELAWARE
New residents must apply for a Delaware drivers license within 60 days. After successfully completing the application and passing the eye exam, those who hold a valid license from another state must relinquish that license before receiving the Delaware license. Acceptable identification must accompany the application. Both written and road tests may be required but are usually waived for new residents who have current and valid licenses. Those under age 18 will be required to meet driver education regulations and will receive a graduated license. Suspended or revoked licenses can not be transferred until the withdrawal action is cleared. The Division of Motor Vehicles offers one office in each of the three Delaware counties.

PENNSYLVANIA
New residents of Pennsylvania must obtain a driver’s license within 60 days after establishing residency. Applicants holding a valid license from another state must pass a vision test in order to obtain a license. If an out-of-state driver’s license has expired over six months, Pennsylvania requires an application for a learner’s permit and complete testing. Out-of-state licenses must be surrendered before you can be issued a Pennsylvania license. The state has strengthened the requirements for young drivers, so those under the age of 18 who hold an out-of-state license may need to meet additional requirements or provide additional documentation. When applying for a license, bring your social security card, valid out-of-state license, vehicle registration, proof of insurance, and your official birth certificate. Locations of testing centers are listed in the blue pages of the local phone book but are also available by telephone or online. For more information or answers to specific questions, contact:

Vehicle Registration & Title

DELAWARE
New residents must title and register their vehicles within 60 days after becoming a Delaware resident. State law also requires that any change in address be reported to the Division of Motor Vehicles within one month. The first requirement for registration is proof of automobile insurance coverage in state-specified minimum amounts for liability. The second step is a vehicle inspection at one of the offices of the Division of Motor Vehicles. Should the vehicle be rejected, correction and re-inspection are necessary. Although a valid title to the vehicle is required, this must be relinquished to receive a Delaware title. If there is a lien against the vehicle, a form letter will be provided to send to the lienholder to obtain the certificate of title. Once all documents have been completed and fees paid, a certificate of title, a registration card, and a license plate will be issued by the Division of Motor Vehicles. If there is a lien against the vehicle, the title is mailed to the lienholder. The Division of Motor Vehicles offers one office in each of the three Delaware counties. PENNSYLVANIA
New residents of Pennsylvania must obtain a new vehicle registration within 20 days of establishing residency. Temporary registrations are available at the nearest License Tag Agency, listed under “License” in the yellow pages. Documentation that will be needed include your out-of-state title and registration, vehicle identification number, proof of insurance, current odometer reading, payment of applicable fees, and proof that  taxes were paid for new vehicles. If you hold a valid title issued in another state and have owned your vehicle at least six months before moving to Pennsylvania, no sales tax is due. For vehicles owned less than six months, sales tax is due on the negative difference between Pennsylvania tax and any sales tax paid to another state. Newly registered vehicles must undergo a safety inspection within 10 days of the registration date at an official inspection station. An emissions inspection is also required in many areas. Auto Safety Laws

DELAWARE
Delaware enforces the use of seat belts as a primary law. The driver and all passengers must wear a properly fastened seat belt at all times, and law enforcement officers can issue a citation for failure to do so. All children must be properly restrained in an appropriate federally approved child safety seat through age six or until they weigh at least 60 pounds. Additionally, children between the ages of 7 and 15 are required to be properly secured in a seatbelt. All children less than 12 years old or 65 inches in height are required to sit in the back seat if there are active airbags in the front passenger seat. PENNSYLVANIA
Pennsylvania requires that all passengers from 8 to 17 years of age in the front seat be securely buckled at all times. Infants and small children must be secured in a federally approved child-restraint system, and those from ages four through eight years of age must also be secured in an approved child-restraint or booster system approved for their age and weight. Positioning children in the back seat is recommended. The seat-belt and child safety-seat regulations are primary law, which means that a driver can be stopped and ticketed on the basis of a violation. For more information, contact:
