New residents with a valid license from another state are usually only required to take the vision test. Automobile insurance is mandatory in New York. Safety & Emissions Testing

State Safety Regulations
Safety restraint use is required for all front seat occupants regardless of age and applies to rear seat passengers under 16. Children under four must be restrained in a federally approved child safety seat.
