Laws and regulations that govern pets are administered by local and county animal control agencies and officers. In many cases, owners of dogs and cats are required to license their pets annually, including a rabies vaccination. To encourage overpopulation and responsible pet ownership, fees for registration are lower for spayed and neutered animals.
