Each one of the major islands maintains at least one airport under the Airport Division of the Hawaii Department of Transportation. Honolulu International Airport serves as the major aviation gateway for the state of Hawaii and the primary hub for domestic overseas and inter-island flights. Three airports on the islands accommodate international flights. The Hawaii Department of Agriculture requires passengers arriving with plants, animals, and any agricultural items to declare them on forms that are distributed in flight to Hawaii. Plant quarantine inspectors are waiting in the baggage claim areas to examine all agricultural items. The Department of Agriculture requires special preparations including quarantine for incoming dogs and cats and special permits for other pets. Pet Quarantine
Newcomers must complete a cat and dog import form through the Department of Agriculture. A new five-day-or-less quarantine program has been in effect since 2003. Pets can even be directly released at the airport if the owner follows strict procedures prior to the pet’s arrival in Hawaii. Pets that do not meet strict requirements can be quarantined for up to 120 days.
